29 CFR 1926.454(b): The employer did not ensure each employee who is involved in erecting, disassembling, moving, operating, repairing, maintaining, or inspecting a scaffold was trained by a competent person to recognize any hazards associated with the work in question:    a) Huber Contracting, Inc. at the Fort Randall Dam at 399 Powerhouse Road, Pickstown, SD 57367: On or about October, 2, 2017 and at times prior, the exposing employer did not ensure employees installing, moving, and operating the Spider suspended scaffold system had been trained on the nature of scaffold hazards, the design criteria of the scaffold system, and correct procedures for installing, moving and operating the scaffold system. This condition exposed employees to hazards associated with operation of scaffolds when employees utilized the Spider suspension system to remove and reapply caulking up to 80 feet above a lower level on the Powerhouse.
