29 CFR 1910.1200(e)(1):  The employer did not develop, implement, and maintain a written hazard communication program which at least described how the criteria specified in paragraphs (f), (g), and (h) of this section for labels and other forms of warning, material safety data sheets, and employee information and training will be met, and which also included a hazardous chemicals list and methods used to inform employees of the hazards of non-routine tasks.      (a)P.W. Feenstra Construction Company, Inc. at 45144 289 Street, Viborg, SD 57070:  On and before and prior to October 3, 2017, a written hazard communication program which at least described how the criteria specified for labels and other forms of warning, safety data sheets, and employee information and training will be met, and which also included a hazardous chemicals list and methods used to inform employees of the hazards of non-routine tasks, had not been developed for employee exposures, such as but not limited, to the following:   1)Portland Cement - contains calcium compounds and calcium silicate which can cause serious and potentially irreversible skin or eye damage in the form of caustic burns, including third degree burns.   2)Fly Ash - contains carbon, complex silicates or oxides aluminum, calcium, magnesium, sodium, sulfur, potassium, titanium, iron, and phosphorus which can cause respiratory irritation. This product also contains crystalline silica. Prolonged or repeated inhalation of respirable crystalline silica from this product can cause silicosis.   Abatement Note:  The requirements applicable to construction work under 29 CFR 1926.56 are identical to those set forth at �1910.1200 of this chapter.
