29 CFR 1926.20(b)(2): The employer did not initiate and maintain a safety program which provides for frequent and regular inspections of jobsites, materials, and equipment to be made by a competent person (i.e., a person who is capable of identifying exists:    a.  On or about October 12, 2017, at the above addressed jobsite, an inspection was not conducted by a competent person  capable of correcting hazards such as falls, which could result in employee injuries.

29 CFR 1926.501(b)(1): Each employee on a walking/working surface with an unprotected side or edge which was 6 feet (1.8 m) or more above a lower level was not protected from falling by the use of guardrail systems, safety net systems, or personal fall arrest systems.     a.  On or about October 12, 2017, at the above addressed jobsite,  employees performing residential masonry operations three stories or approximately thirty (30) feet above the ground, were not protected from falls, thereby exposing the employees to fall hazards.
