29 CFR 1926.451(e)(8): Direct access to or from another surface was used when the scaffold was more than 14 inches (36 cm) horizontally and/or 24 inches (61 cm) vertically from the other surface:    (a) On or about October 13, 2017 - 412 2nd Ave. SE, Cullman, Alabama, 35055, employees were utilizing the scaffold end frames to access to the top plate of a building under construction at a vertical distance of approximately 31 inches exposing the employees to fall hazards of 11 feet 2 inches.
