29 CFR 1926.1053(b)(4): Ladders were used for purposes other than the purposes for which they were designed: Jobsite: Employees were using a fiberglass extension ladder as a ramp and hoist for solar panels. The employees had the ladder facing backwards and a pulley with rope installed on the top rungs. The ladder was also used for employee access exposing them to falls of approximately eighteen (18) feet to the brick patio below.
