29 CFR 1926.501(b)(1): Each employee on a walking/working surface with an unprotected side or edge which was 6 feet (1.8 m) or more above a lower level was not protected from falling by the use of guardrail systems, safety net systems, or personal fall arrest systems.   On the west side of the construction site, employees performed masonry activities on the second level of a commercial building without fall protection exposing them to an unprotected fall hazard of approximately 12 feet to the ground below.

29 CFR 1926.503(a)(2)(i): Employees were not trained, as necessary, by a competent person qualified to recognize the nature of fall hazards in the work area.   On the west side of the construction site, the employer did not ensure employees working from a height greater than 6 feet without fall protection were trained to recognize and correct hazards associated from falls.  The employees were exposed to an approximately 12 feet fall hazard.
