29 CFR 1926.1053(b)(4): Ladders were used for purposes other than the purpose for which they were designed: (a) 310 Innovation Blvd State College, PA - The employee was using a 8 foot Werner fiberglass step ladder in the closed position leaning up against the back wall being used for access approximately 2 to 3 feet high to caulk a window, thereby exposing the employee to injuries from ladder collapse or deflection, on or about October 26, 2017. No abatement certification or documentation required.

29 CFR 1926.1060(a): The employer did not provide a training program for each employee using ladders and stairways which would train each employee in the procedures to be followed to minimize hazards related to ladders and stairways: (a) 310 Innovation Blvd State College, PA - The employer did not provide ladder training to the employees to minimize hazards related to ladders thereby exposing employee to injuries, on or about October 26, 2017. Abatement certification required within 10 days after abatement date. The certification shall include a statement that abatement is complete, date and method of abatement, and states employees and their representatives were informed of this abatement.
