29 CFR 1926.21(b)(2): The employer shall instruct each employee in the recognition and avoidance of unsafe conditions and the regulations applicable to his work environment to control or eliminate any hazards or other exposure to illness or injury. Antonio Valdez project site located at the Victorian Village Resort in Elkhart Lake, WI: On and about October 30, 2017, employees reroofing a two story steep pitch condominium building were not trained to recognize and avoid or correct hazards or to understand and follow the OSHA Standards that applied to their scope of work, in that: A: Employees did not know what PPE was needed for roofing work; B: Employees were not trained how to properly set up and use fall protection equipment for the type of building; C: Employees were not trained how to select, use and locate ladders to minimize the potential of falls; D: Employees were not aware of the OSHA Standards that applied to roofing work.

29 CFR 1926.501(b)(13): "Residential construction." Each employee engaged in residential construction activities 6 feet (1.8 m) or more above lower levels shall be protected by guardrail systems, safety net system, or personal fall arrest system unless another provision in paragraph (b) of this section provides for an alternative fall protection measure.
