Guardrail systems shall be installed before the scaffold is released for use by employees other than erection/dismantling crews.     On or about November 8, 2017, during the installation of bricklaying material the employer did not ensure guardrails were installed along all the open sides and ends of the platforms of a fabricated frame type scaffold before it was released for use by employees.  Employees were working from the scaffold approximately 11.5 feet above the ground (lower level).
