29 CFR 1926.451(e)(1): Portable ladder, hook-on ladder, attachable ladder, stair tower, stairway-type ladder, ramp, runway, integral prefabricated scaffold access, or direct access from another scaffold, structure, personnel hoist, or similar surface was not used to access scaffold platform more than 2 feet above or below a point of access: At a commercial construction job site, masonry employees installing brick from a (2) tier tubular welded frame scaffolds were not provided with a ladder or other safe means of access. Employees were exposed to fall hazards of approximately 14 feet to the ground below.

Employees were exposed to fall hazards of approximately 14 feet to the ground below.
