29 CFR 1903.19(d)(1): The employer must submit to the Agency, along with the information on abatement certification required by paragraph (c)(3) of this section, documents demonstrating that abatement is complete for each willful or repeat violation and for any serious violation for which the Agency indicates in the citation that such abatement documentation is required.   The employer has not certified to OSHA that Citation 1, Item 3, contained in Inspection # 1277929 has been abated.  The abatement was required to be completed by 12/21/2017.

29 CFR 1926.102(a)(1): 1926.102(a)(1): Employees were not provided with eye and face protection equipment when machines or operations presented potential eye or face injury from physical, chemical, or radiation agents:  Employees performing framing work were exposed to struck-by hazards to the eyes in that employees using a pneumatic nail gun and radial saw were not provided with eye protection.

29 CFR 1926.501(b)(13): Each employee(s) engaged in residential construction activities 6 feet (1.8 m) or more above lower levels were not protected by guardrail systems, safety net system, or personal fall arrest system, nor were employee(s) provided with an alternative fall protection measure under another provision of paragraph 1926.501 (b):   Employees performing framing work were exposed to fall hazards of approximately 10 feet from the working level of a deck to the ground in that fall protection was not used.

29 CFR 1926.503(a)(1): The employer did not provide a training program for each employee potentially exposed to fall hazards to enable each employee to recognize the hazards of falling and the procedures to be followed in order to minimize these hazards:   Employees engaged in framing activities at heights greater than 6 feet were exposed to fall hazards in that employees were not trained to recognize hazards associated with falls and procedures to minimize the hazards.
