29 CFR 1926.1153(c)(1): For each employee engaged in a task identified on Table 1, the employer did not fully and properly implement the engineering controls, work practices, and respiratory protection specified for the task on Table 1, unless the employer assesses and limits the exposure of the employee to respirable crystalline silica in accordance with paragraph (d) of this section.     a) Roadway located at approximately 1300 Locust Street Philadelphia PA 19107: The employer did not ensure that employees operating hand held power saw (Stihl T5 420) to cut the roadway used an integrated water delivery system as an engineering control required by Table 1 , (ii) Handheld power saw.    Condition noted on/about November 6, 2017.

Employees were working in an area where asphalt cutting operations were conducted.    This condition was noted/observed on/about 06 NOV 2017.
