29 CFR 1926.20(b)(2): The employer did not initiate and maintain programs which provided for frequent and regular inspections of the job site, materials and equipment to be made by a competent person(s):  At the 13704 Clayton Rd, Chesterfield construction site, where employees were applying stucco materials both from an aerial lift and scaffolding, an inspection was not made of the job site, as evidenced by no scaffold mid-rail, no securing of the scaffold when over four levels high, and employees standing on the aerial lift railing.  Abatement documentation is required for this violation.
