29 CFR 1910.1200(e)(1): The employer did not develop, implement, and/or maintain at the workplace a written hazard communication program which describes how the criteria specified in 29 CFR 1910.1200(f), (g), and (h) will be met:  (a)  Gold Star Concrete, at 76th and Lowell Blvd., Westminster, CO 80030:  On and before November 16, 2017 the employer did not ensure that a written hazard communication program had been developed, implemented, and maintained.  The employer worked with cement and silica, and did not establish a written hazard communication program to describe access to the safety data sheets and training.  This condition exposed employees pouring and working with concrete to silica and chemical hazards associated with concrete work.
