29 CFR 1926.501(b)(13): Each employee engaged in residential construction activities 6 feet (1.8 m) or more above lower levels shall be protected by guardrail systems, safety net system, or personal fall arrest system unless another provision in paragraph (b) of this section provides for an alternative fall protection measure. Exception: When the employer can demonstrate that it is infeasible or creates a greater hazard to use these systems, the employer shall develop and implement a fall protection plan which meets the requirements of paragraph (k) of 1926.502.    Located along central interior 2nd, 3rd and 4th floor stairwell landing areas of the residential structure employee(s) were exposed to unprotected window wall openings without conventional fall protection and exposed to fall hazards in excess of 20 feet.      Employees were additionally performing residential roofing tear off work without conventional fall protection or safety monitor adjacent to unprotected sides or edges of the roof were exposed to fall hazards in excess of 30 feet and unprotected skylight roof deck cut out and reframing associated operations were exposed to perimeter exterior falls in excess of 30 feet and interior falls hazards through the unprotected 30 inch by 47 inch skylight hole openings in excess of 9 feet. During access to the roof deck area of the residential structure located along central interior stairwell landings of the 2nd, 3rd and 4th floors employees were exposed to unprotected window wall openings without conventional fall protection and exposed to fall hazards in excess of 20 feet.
