The employees were exposed to fall hazards of greater than ten feet to the ground below.

29 CFR 1926.454(a): The employer did not have each employee who performed work while on a scaffold (including aerial lifts) trained by a person qualified in the subject matter to recognize the hazards associated with the type of scaffold being used and to understand the procedures to control or minimize those hazards: On or about November 16, 2017, two employees were working from an aerial lift. The employer did not ensure that all employees had been trained on how to work on an aerial lift.
