What this inspection record means

OSHA opens inspections for many reasons — routine scheduling under a national or local emphasis program, an employee complaint or referral, or a follow-up after a reported injury. Opening or conducting an inspection is not itself an allegation or a finding that this employer broke any rule; any findings appear as the citations listed below, and citations can be contested, reduced, or withdrawn.

Employees of DCP Midstream LP and Complete Energy Services Inc performed work at a PDC Energy Inc tank battery. The PDC Energy Inc tank battery stored crude oil and produced water. PDC Energy Inc, as a chemical manufacturer, developed its own Safety Data Sheets (SDS) for its products, including crude oil and produced water. PDC Energy Inc did not ensure that its written hazard communication program as implemented included the methods used to provide on-site access to SDS's for each hazardous chemical produced by PDC Energy Inc that other employer's employees may be exposed to while working at PDC Energy Inc facilities. This condition potentially exposed employees of DCP Midstream LP and Complete Energy Services Inc to a chemical hazard.
