29 CFR 1926.501(b)(13): Each employee(s) engaged in residential construction activities 6 feet (1.8 m) or more above lower levels were not protected by guardrail systems, safety net system, or personal fall arrest system, nor were employee(s) provided with an alternative fall protection measure under another provision of paragraph 1926.501 (b).     On the west side of construction site, employees without fall protection were engaged in framing activities and exposed to a fall hazard of approximately 10 feet to the ground below.

29 CFR 1926.1051(a): Stairways or ladders were not provided at all personnel points of access where there was a break in elevation of 19 inches (48 cm) or more, and no ramp, runway, sloped embankment, or personnel hoist was provided.     On the west side of the construction site, the employer did not provide a ladder where employees could access and egress the upper landings exposing them to a potential fall of more than 6 feet.
