29 CFR 1910.147(c)(4)(ii): The energy control procedures did not clearly and specifically outline the scope, purpose, authorization, rules, and techniques to be utilized for the control of hazardous energy, and the means to enforce compliance including, but not limited to, 29CFR 1910.147(c)(4)(ii)[A], 29CFR 1910.147(c)(4)(ii)[B], 29CFR 1910.147(c)(4)(ii)[C], and 29CFR 1910.147(c)(4)(ii)[D]:  a) Hit Promo LLC. - Throughout the plant :   The employer did not develop specific Lock Out Tag Out (LO-TO) procedures for all types and forms of hazardous energy associated with each type of machinery including but not limited to: Ameripak S60  Machine, Kodiak Cartoner, Bestonio Shrink wrapper heat tunnel machine, Inkcups Machine, etc.,  occurred on or about 12/11/2017.
