29 CFR 1910.30(a)(1): Before any employee is exposed to a fall hazard, the employer did not provide training for each employee who uses fall protection systems or who is required to be trained as specified elsewhere in this subpart: On or about December 7, 2017, Sloan Implement Company, Inc. had an employee exposed to approximate 11 foot fall hazard, while making repairs on a John Deere S 680 Combine, and the employer did not ensure fall protection was used. The employer did not provide fall protection training, and this training would include the following: a. The nature of the fall hazards in the work area and how to recognize them; b. The procedures to be followed to minimize those hazards; c. The correct procedures for installing, inspecting, operating, maintaining, and disassembling the personal fall protection systems that the employee uses; and d. The correct use of personal fall protection systems and equipment specified in paragraph (a)(1) of this section, including, but not limited to, proper hook-up, anchoring, and tie-off techniques, and methods of equipment inspection and storage, as specified by the manufacturer.

The employer did not provide scaffold training. This training would include: a. Nature of any electrical hazards, fall hazards, and falling object hazards in the work area, b. Correct procedures for dealing with electrical hazards and for erecting, maintaining, and disassembling the fall protection systems and falling object protection systems used, c. Proper use of the scaffold, and the proper handling of material on the scaffold, d. The maximum intended load and the load-carrying capacities of the scaffold used, e. Any other pertinent requirements of this subpart, L Scaffolds.
