29 CFR 1910.178(o)(1): Only stable or safely arranged loads shall be handled. Caution shall be exercised when handling off-center loads which cannot be centered. On December 22, 2017 the employer did not ensure only stable and safely arranged loads were handled in that employees were allowed to lift 55 gallon drums with the forks on the Toyota sit-down and the Crown stand-up powered industrial vehicles that are dropped approximately once a week.
