29 CFR 1926.501(b)(13): Each employee(s) engaged in residential construction activities 6 feet (1.8 m) or more above lower levels are not protected by guardrail systems, safety net system, or personal fall arrest system, nor were employee(s) provided with an alternative fall protection measure under another provision of paragraph 1926.501 (b):     a. Employees performing re-roofing operations 17 feet above the ground are not being protected from fall hazards by a fall protection system:  The employer fails to assure effective protection against falls as required by the standard, as demonstrated on December 15, 2017, when four employees performing re-roofing operations on the 3:12 pitch roof of a house at 12 Tarpon Drive in Saint Augustine, Florida were exposed to the hazard of a 17 foot fall to the ground in that they did not have roof anchor points to attach personal fall arrest gear.      East Coast Quality Roofing, Inc., previously committed a violation of the same standard on October 26, 2016, with respect to a workplace at 6665 A1A South, Saint Augustine, FL 32080, which became a final order on November 9, 2016, (Inspection No. 1186535).
