29 CFR 1910.269(d)(2)(iv)(B): Specific procedural steps for shutting down, isolating, blocking and securing machines or equipment to control hazardous energy; (a) Rail Yard - On or about December 10, 2017 the employers written Lock Out/Tag Out Program did not clearly and specifically outline the procedures to be utilized for controlling the pneumatic energy on the rail cars during cleaning of coal spills along the incoming rail tracks leading to the dump pit.
