29 CFR 1910.23(d)(13)(ii): (ii) A minimum perpendicular distance of 30 inches (76 cm) from the centerline of the steps or rungs to the nearest object on the climbing side: Exit Stairwell: Employer stored a shelving unit adjacent to the fixed ladder on the climbing side. The shelving placement potentially impeded the safe ascent and descent from the ladder for contractor employees who needed to access the building roof top. On 10-27-17, a contractor fell from the fixed ladder and hit the top of the shelving unit, went over the railing, and landed on the stairs below suffering serious injuries.
