The shelving placement potentially impeded the safe ascent and descent from the ladder for contractor employees who needed to access the building roof top.    On 10-27-17, a contractor fell from the fixed ladder and hit the top of the shelving unit, went over the railing, and landed on the stairs below suffering serious injuries.
