29 CFR 1910.36(d)(1): Employee(s) were not able to open an exit route door from the inside at all times without keys, tools, or special knowledge: (a) Garage workshop: The fire exit door located at the back center of the garage had two separate locking devices on the door, and would require an employee to unlock both devices in order to open the exit door in the event of an emergency egress.
