29 CFR 1926.501(b)(13): "Residential construction." Each employee engaged in residential construction activities 6 feet (1.8 m) or more above lower levels shall be protected by guardrail systems, safety net system, or personal fall arrest system unless another provision in paragraph (b) of this section provides for an alternative fall protection measure. Popeye Construction, LLC, dba B&M Construction, project site located at 700 S. 8th St. Sheboygan, WI: On and about January 11, 2018, employees were exposed to falls while working on elevated surfaces when: A) no fall protection was used by an employee walking on a bundle of floor trusses placed on top of walls; B) employees laying OSB decking were able to fall greater than 6' while working laterally from their anchors at a greater distance than to the nearest edge; C) employees had not adjusted their harnesses to ensure the dorsal D-rings stayed between their shoulder blades.

29 CFR 1926.1425(d): Receiving a load. Only employees needed to receive a load are permitted to be within the fall zone when a load is being landed. Popeye Construction, LLC, dba B&M Construction, project site located at 700 S. 8th St. Sheboygan, WI: On and about January 11, 2018, employees were exposed to struck by hazards while walking under a load being lowered onto the working level of the building when they were not needed to control the load.
