29 CFR 1926.501(b)(13):  Each employee engaged in residential construction activities 6 feet (1.8 m) or more above lower levels shall be protected by guardrail systems, safety net system, or personal fall arrest system unless another provision in paragraph (b) of this section provides for an alternative fall protection measure. Exception: When the employer can demonstrate that it is infeasible or creates a greater hazard to use these systems, the employer shall develop and implement a fall protection plan which meets the requirements of paragraph (k) of 1926.502.    a) 2nd floor of residential building- Subcontractor employees performing sheathing in close proximity to an unprotected edge were not tied off and exposed to a fall of approximately 10 feet to the ground below; on or about 11/21/17.    b) 3rd floor of residential building- Subcontractor employees framing and installing trusses in close proximity to an unprotected edge were not adequately using a fall protection system and were exposed to a fall of up approximately 30 feet to the ground below; on or about 1/11/17.    c) 4th floor of residential building - Subcontractor employees installing trusses were exposed to an approximate 10 foot fall hazard to the deck below on or about 1/24/2018.
