29 CFR 1926.501(b)(13): "Residential construction." Each employee engaged in residential construction activities 6 feet (1.8 m) or more above lower levels shall be protected by guardrail systems, safety net system, or personal fall arrest system unless another provision in paragraph (b) of this section provides for an alternative fall protection measure:  a. On or about January 18, 2018 at the above referenced worksite, employees engaged in siding activities were using portable ladder placed on an eve approximately 12' in height, to access the soffit where siding was being applied/installed. The employee mounted the ladder and climbed an additional 3' making the exposure to a fall hazard approximately 15' without fall protection.   There is no abatement certification or documentation required for this item.

29 CFR 1926.1053(b)(6): Ladders shall be used only on stable and level surfaces unless secured to prevent accidental displacement.  a. On or about January 18, 2018 at the above referenced worksite, employees engaged in siding activities were using a portable extension ladder on a roof eve with a 3/12 pitch to access the second floor wall where siding was being applied/installed. The ladder was not secured from displacement and employees were thereby exposed to a fall hazard.   There is no abatement certification or documentation required for this item.
