29 CFR 1926.1053(b)(13):  The top or top step of a stepladder shall not be used as a step.  (A)  On or about January 19, 2018, the top step of a stepladder was used as a step by an employee who was connecting the HVAC lines on the 2nd floor of building 2 under construction, exposing the employee to a fall hazard of about 5-6 ft. to the lower floor.
