29 CFR 1926.1052(c)(1): Stairways having four or more risers or rising more than 30 inches (76 cm), whichever is less, were not equipped with at least one handrail and one stairrail system along each unprotected side or edge:  a. On or about January 17, 2018, stairs leading to the second and third floors were not equipped with at least one handrail along each side, exposing employees to fall hazards.

29 CFR 1926.501(b)(13): Each employee(s) engaged in residential construction activities 6 feet (1.8 m) or more above lower levels were not protected by guardrail systems, safety net system, or personal fall arrest system, nor were employee(s) provided with an alternative fall protection measure under another provision of paragraph 1926.501(b):  The employer fails to assure effective protection against falls as required by the standard, as demonstrated on January 17, 2018, when employees working on roofs at 2566 South Ocean Shore Blvd, Flagler Beach, FL 32136, without fall protection and is exposed to falls of approximately 20 feet.   a. On or about January 17, 2018, side porch area, employees bracing roof trusses were not protected from falling 9.4 feet to the concrete below by a fall protection system.   b. On or about January 17, 2018, 2nd floor, employees installing back deck were not protected from falling 9.4 feet to the deck below.    c. On or about January 17, 2018, 3rd floor, employees installing back deck were not protected from falling up to 20 feet to the ground below.   Elite Framing Florida, LLC was previously cited for a violation of this occupational safety and health standard or its equivalent standard 29 CFR 1926.501(b)(13), which was contained in OSHA inspection number 1267414, citation number 01, item number 001 and was affirmed as a final order on December 20, 2017, with respect to a workplace located at 720 Aldenham Lane, Ormond Beach, FL 32174.  Gator Framing, Inc. was previously cited for a violation of this occupational safety and health standard or its equivalent standard 29 CFR 1926.501(b)(13), which was contained in OSHA inspection number 1192312, citation number 01, item number 001 and was affirmed as a final order on January 25, 2017, with respect to a workplace located at 16 Emmerson Drive, Palm Coast, FL 32164.
