29 CFR 1926.502(b)(3): Guardrail systems were not capable of withstanding, without failure, a force of at least 200 pounds (890 N) applied within 2 inches (5.1 cm) of the top edge, in any outward or downward direction, at any point along the top edge: A) East side of furnace area, on or about January 16, 2018, the wire cable guardrail system was not capable of supporting a force of 200 pound without failure in that the cable would deflect to a height less than 39 inches, exposing employees to a fall hazard of approximately 14 1/2 feet.
