29 CFR 1926.1053(b)(6): Ladders shall be used only on stable and level surfaces unless secured to prevent accidental displacement. On or about January 17, 2018 at the above referenced worksite, employees engaged in siding activities were using portable ladders to access the wall where siding was currently being installed. The ladders were placed on snow which was not a level and stable surface thereby exposing employees to fall hazards. There is no abatement certification or documentation required for this item.

29 CFR 1926.1053(b)(4): Ladders shall be used only for the purpose for which they were designed. On or about January 17, 2018 at the above referenced worksite, employees engaged in siding activities were using an "A" frame ladder as a straight ladder to access the wall where siding was currently being installed. The employer failed to ensure that the ladder was used in the manner / purpose for which it was designed for. Employees were thereby exposed to a fall hazard. There is no abatement certification or documentation required for this item.
