29 CFR 1910.95(k)(1): The employer did not train each employee who is exposed to noise at or above an 8-hour time-weighted average of 85 decibels in accordance with the requirements of 29 CFR 1910.95(k). The employer did not institute a training program and ensure employee participation in the program:  a. On or about February 5, 2018, in the facility's Production areas, the employer provided hearing protectors to employees for voluntary use, without first providing these employees with training in the use and care of all hearing protectors, thereby exposing employees to hearing related injuries and illness. Representative noise dosimetry showed that the employees were exposed to hazardous noise ranging from 85.0 to 90.0 dBA which exceeded the action level of an 8 hour time weighted average of 85.0 dBA.
