29 CFR 1910.134(c)(1): A written respiratory protection program that included the provisions in 29 CFR 1910.134(c)(1)(i) - (ix) with worksite specific procedures was not established and implemented for required respirator use (29 CFR 1910.134(c)(1) is applicable to shipyard employment by 1915.154 that incorporates this General Industry requirement):    a) On or about January 25, 2018, employees were required to wear respiratory protection. The employer did not establish and implement a written respiratory protection program with worksite specific procedures and included the provisions in 29 CFR 1910.134(c)(1)(i) - (ix). In that:    i) The program did not include worksite specific procedures for selecting respirators for use in the work-place.    ii) The program did not include worksite specific procedures for fit testing tight-fitting respirators.    iii) The program did not include worksite specific procedures for proper use of respirators in routine and reasonably foreseeable emergency situations.    Employees were thereby exposed to hazards associated with wearing respirators and airborne contaminants.
