OSH ACT of 1970 Section (5)(a)(1):  The employer did not furnish employment and a place of employment which was free from recognized hazards that were causing or likely to cause death or serious physical harm to employees in that employees were exposed to the hazard of being struck-by private own vehicles in the work zone area:    a.  On or about February 12, 2018, at the above addressed work site, the employer did not develop a temporary traffic control  plan when work was being conducted on the roadway.    b.  On or about February 12, 2018, at the above addressed work site, an employee was exposed to the hazard of being struck-by private owned vehicles that traveled on the same road which the employee was cleaning the road without wearing a high visibility traffic vest.     PLEASE NOTE:  CERTIFICATION OF ABATEMENT IS REQUIRED FOR THIS VIOLATION.

29 CFR 1910.132(d)(1): The employer did not assess the workplace to determine if hazards were present, or were likely to be present, which necessitated the use of personal protective equipment:  On or about February 12, 2018, at the above addressed work site, the employer did not conduct a hazard assessment with regards to employees using hearing protection while using a leaf blower during the course of the employee's work day.

29 CFR 1910.133(a)(1): The employer did not ensure that each affected employee uses appropriate eye or face protection when exposed to eye or face hazards from flying particles, molten metal, liquid chemicals, acids or caustic liquids, chemical gases or vapors, or potentially injurious light radiation:  On or about February 12, 2018, at the above addressed work site, an employee was exposed to a struck-by hazard from flying particles due to the lack of eye protection while using an industrial blower to clean the streets.
