29 CFR 1910.67(c)(2)(v): A personal fall arrest or travel restraint system that meets the requirements in 29 CFR part 1910, subpart I, shall be worn and attached to the boom or basket when working from an aerial lift. On February 13, 2018, located on the north side of a commercial parking lot, an employee was observed installing a LED floodlight onto a parking lot light pole while inside a boom truck articulating aerial lift basket without utilizing a harness with lanyard attached to the boom or basket.
