29 CFR 1926.20(b)(2): The employer did not initiate and maintain a safety program which provides for frequent and regular inspections of jobsites, materials, and equipment to be made by a competent person (i.e., a person who is capable of identifying existing and predictable hazards in the surroundings or working conditions which are unsanitary, hazardous, or dangerous to employees, and who has authorization to take prompt corrective measures to eliminate them):    Employees were exposed to falls of up to 9 feet while conducting roofing operations, and the employer did not have a competent person conduct frequent and regular inspections of jobs, materials, and equipment.
