29 CFR 1926.454(c): When the employer had reason to believe that an employee lacked the skill or understanding needed for safe work involving the erection, use or dismantling of scaffolds, the employer did not retrain each such employee so that the requisite proficiency was regained: a) Job site, 437 Grant Street, Pittsburgh, PA: On or about February 15, 2018, during construction activities, the employer did not ensure that employees were retrained in scaffold safety. Deficiencies noted during the inspection included, but were not limited to, not complying with appropriate fall protection practices and not providing a safe means of access/egress during scaffold erection and dismantling activities.
