OSH ACT of 1970 Section (5)(a)(1): The employer did not furnish employment and a place of employment which were free from recognized hazards that were causing or likely to cause death or serious physical harm to employees in that employees were exposed to crush-by hazards.    The employer failed to implement effective steel coil handling methods that would prevent steel coils from falling during the coil transfer operations.  Employees who utilized the pro-eco transfer car (model FCC-50-72-76-22 x/n/ C1325-18-87) were exposed to crushing injuries in that equipment did not constrain the coils on the coil car when transferring them from the recoiler onto a turnstile arm.
