29 CFR 1910.22(c): (c) Access and egress. The employer must provide, and ensure each employee uses, a safe means of access and egress to and from walking-working surfaces. On February 27, 2018 located on the north side of a commercial exterior structure, the employer did not ensure a safe means of access and egress for an employee that exited an aerial lift work platform onto a low pitch roof overhang to perform window cleaning. The employee was exposed to a fall hazard not utilizing an adequate fall protection system that was measured to be 22'-3". In accordance with 29 CFR 1903.19(d), abatement certification is required for this violation (using the CERTIFICATION OF CORRECTIVE ACTION WORKSHEET), and in addition, documentation demonstrating that abatement is complete must be included with your certification. This documentation may include, but is not limited to, evidence of the purchase or repair of the equipment, photographic or video evidence, or written records.

(i) Except as provided elsewhere in this section, the employer must ensure that each employee on a walking-working surface with an unprotected side or edge that is 4 feet (1.2 m) or more above a lower level is protected from falling by one or more of the following: On February 27, 2018 located on the north side of a commercial exterior structure, an employee was exposed to a fall hazard while standing at the edge of a low pitch roof overhang after exiting an aerial lift to perform window cleaning. Employee was not utilizing an adequate fall protection system while exposed to a potential fall height of 22'-3".
