29 CFR 1910.28(b)(11)(ii): Each flight of stairs having at least 3 treads and at least 4 risers was not equipped with stair rail systems and handrails in accordance with Table D-2, Stairway Handrail Requirements:  Carpenter Shop: The stairs that measured 54-3/4 inches wide did not have a stair rail system on the open side and a handrail on the enclosed side. Employees were exposed to fall hazards.  The U.S. Department of Veterans Affairs was previously cited for a violation of this occupational safety and health standard or its equivalent standard [29 CFR 1910.24(h)], which was contained in OSHA inspection number 1180034, citation number 1, item number 2b and was affirmed as a final order on November 16, 2016, with respect to a workplace located at 5500 Armstrong Road, Battle Creek, Michigan 49037.
