29 CFR 1926.62(e)(2)(i): The employer did not establish and implement a written compliance program to achieve compliance with 29 CFR 1926.62(c) prior to commencement of the job: a) Building L, Rooms 218 through 220: Employees were assumed to be exposed to lead at levels greater than the permissible exposure limits while manually scraping lead paint off the exterior walls while conducting various tasks and the employer did not establish a written compliance program as required, on or about November 28, 2017. Abatement certification required within 10 days after abatement date. The certification shall include a statement that abatement is complete, date and method of abatement, and states that employees and their representatives were informed of this abatement.

No abatement certification or documentation required.
