29 CFR 1910.132(d)(1): The employer shall assess the workplace to determine if hazards are present, or are likely to be present, which necessitate the use of personal protective equipment (PPE). If such hazards are present, or likely to be present, the employer shall:    On and before February 28, 2018 employees were working near Radio Frequency energy when the employer did not assess each site and piece of equipment to determine whether PPE was needed to prevent the employees from being exposed to RF energy in that:    A: employees worked near tower mounted RF emitting equipment when levels of RF energy were not known;    B: employees were using the Kenwood TK-3400 radios in a manner inconsistent with the instructions that contained warnings stating overexposure to RF energy was likely if the warnings were not followed.
