Pearl St., Buffalo, NY: Employees were working on the ground doing clean-up work in the vicinity of employees working above on the roof and on a Ladder Jack Scaffold . The employees were exposed to the potential hazard of being struck by materials that could fall off the roof and scaffold. The employees were not wearing a hardhat.
