29 CFR 1910.147(c)(4)(ii): The energy control procedures did not clearly and specifically outline the scope, purpose, authorization, rules, and techniques to be utilized for the control of hazardous energy, including, but not limited to Items of this section (a): Okonite Facility- Plastic Crane- An employee was exposed to mechanical energy from the bridge motion of the overhead crane that was being serviced. The company hazardous energy control program failed to clearly and specifically outline the scope, purpose, authorization, rules, and techniques to be utilized for the control of hazardous mechanical energy resulting from unexpected bridge motion when performing this type of service. The employee was in an aerial lift near the crane where he was exposed to the motion of the crane. The employee sustained multiple injuries when he was pinned by the crane against the aerial lift, on or about, March 22, 2018. Abatement documentation is required for this item in accordance with the requirements of 29 CFR 1903.19(d).
