29 CFR 1910.101(b): The in-plant handling, storage, and utilization of all compressed gases in cylinders, portable tanks, rail tankcars, or motor vehicle cargo tanks were not in accordance with Compressed Gas Association Pamphlet P-1-1965, which is incorporated by reference as specified in CFR 1910.6: Section 3.3.1: Cylinders should be stored in accordance with all local, state and municipal regulations and in accordance with appropriate standards of the Compressed Gas Association and the National Fire Protection Association: On or about 4/2/2018, at the above addressed jobsite, two compressed gas cylinders (i.e. oxygen and hydrogen) were not secured, exposing employees to fire and explosion hazards (NFPA 55, Compressed gases and cryogenics (2016 Edition) Section 7.1.8.4: Compressed gas cylinders, containers and tanks in use or storage shall be secured to prevent them from falling or being knocked over by corralling them and securing to a cart, framework, or fixed object by use of a restraint unless otherwise permitted by 7.1.8.4.1 and 7.1.8.4.2.)
