29 CFR 1926.20(b)(1): It shall be the responsibility of the employer to initiate and maintain such programs as may be necessary to comply with this part. Employees performing roofing work were exposed to skin irritation from chemical exposure, falls from ladder and electrical shock hazards in that employer had not developed, implemented and/or maintained a safety and health program for the site.
