29 CFR 1910.147(c)(4)(ii): The energy control procedures did not clearly and specifically outline the scope, purpose, authorization, rules, and techniques to be utilized for the control of hazardous energy, and the means to enforce compliance including, but not limited to, 29 CFR 1910.147(c)(4)(ii)[A], 29 CFR 1910.147(c)(4)(ii)[B], 29 CFR 1910.147(c)(4)(ii)[C], and 29 CFR 1910.147(c)(4)(ii)[D]:    On or about 04/11/2018, the employer did not ensure that written lock-out/tag-out procedures were machine specific for an Eastman Eagle single ply conveyor cutter and an Eastman EC3 (M9000) textile conveyor cutting machine, which utilize both electric and pneumatic energy.  Procedures did not include specific steps for each machine for a) shutting down, isolating, blocking, and securing the machine to control hazardous energy; b) placing, removing, and transferring of locks/tags; and c) testing the machine to verify that lock-out/tag-out was effective.
