29 CFR 1910.1200(e)(1): Employer had not developed or implemented a written hazard communication program included the requirements outlined in 29 CFR 1910.1200(e)(1)(i) and (e)(1)(ii): Employees installing gutters were exposed to dermal hazards in that a written comprehensive hazard communication program had not been developed and implemented for employees to recognize and minimize hazardous associated with chemicals used onsite such as sealant and Geocell 2320.

29 CFR 1926.1060(a): The employer did not provide a training program for each employee using ladders and stairways, as necessary, which would enable each employee to recognize hazards related to ladders and stairways and train each employee in the procedures to be followed to minimize these hazards. Employees performing gutter installations with the use of ladders were exposed to fall hazards in that employees had not received ladder training.
