29 CFR 1910.1200(e)(2)(i): At a multi-employer workplace, the employer's hazard communication program as implemented did not include methods the employer used to provide other employers with on-site access to a safety data sheet for each hazardous chemical the other employers' employees may be exposed to while working:      (a) Seattle Fish Company, at 6211 East 42nd Avenue, Denver, CO: On and preceding 4/11/18, the employer's hazard communication program as implemented did not include methods the employer used to provide other employers with on-site access to a safety data sheet for each hazardous chemical the other employers' employees may have been exposed to while working.  Employees of Refrigeration Specialties performed maintenance upon Seattle Fish Company's ammonia refrigeration system.   Seattle Fish Company did not inform outside contractors how to access SDS's for each hazardous chemical that their employees may be exposed to while working at Seattle Fish Company.  Hazardous chemicals included, but were not limited to, the following:    1.  Ammonia;  2.  Rochester Midland Corporation Chlorguard II (containing 12-15% sodium hypochlorite, 1-2% sodium hydroxide); and  3.  Rochester Midland Corporation F-110 Aluminum Safe Carbon Remover (containing 5-10% sodium metasilicate, 10-20% monoethanolamine).

29 CFR 1910.1200(h)(1): Employer had not provided employees with effective information and training on hazardous chemicals in their work area at the time of their initial assignment, and whenever a new chemical hazard the employees had not previously been trained about was introduced into their work area:  (a) Seattle Fish Company, at 6211 East 42nd Avenue, Denver, CO: On and preceding 4/11/18, the employer had not provided employees with effective information and training on hazardous chemicals in their work area at the time of their initial assignment, and whenever a new chemical hazard the employees had not previously been trained about was introduced into their work area.  Employees used chemicals to clean and disinfect surfaces after processing seafood.  The work areas and freezers were cooled using an ammonia refrigeration system.  Seattle Fish Company did not provide information and training to all employees who may be exposed to chemicals in their work area.  Hazardous chemicals included, but were not limited to, the following:  1.  Ammonia; 2.  Rochester Midland Corporation Chlorguard II (containing 12-15% sodium hypochlorite, 1-2% sodium hydroxide); and 3.  Rochester Midland Corporation F-110 Aluminum Safe Carbon Remover (containing 5-10% sodium metasilicate, 10-20% monoethanolamine).
